The basic issue of the meeting was The Concept of Minimum Income Level (The Concept) determining and planned support to the most deprived people\u2019s serving out food or packages of basic needs.
\nDuring the meeting were presented researches and statistical data, which are the basis for The Concept. The Concept general guidelines are:<\/p>\n

    \n
  1. The GMI (guaranteed minimum of income) calculation should be based and tied to any other indicators;<\/li>\n
  2. It is now thought that the GMI level is linked to the first quintile of income (quintile is the term which is used on the surveys of household budget, BHS);<\/li>\n
  3. By increasing GMI level the review on any other transfers should be done, e.g. non-taxable minimum or unemployment allowance;<\/li>\n
  4. The disputable is issue if the minimum wage should be taken into account;<\/li>\n
  5. It is planned to discuss necessity to restore the issue of the minimum subsistence basket determining.<\/li>\n<\/ol>\n

    The attendants of the meeting were informed about tendering on the program for the most deprived persons. The competition will be open to the Social Services of local municipalities (previously only NGO). The special requirements are currently not defined but the program could be underway by January 2015.
    \nThe information was presented in regards of the Day of Social Workers. The Day of Social Workers is not included into the Bill by the Ministry of Culture. In spite of this, the Ministry of Welfare will continue to push this issue.<\/p>\n","protected":false},"excerpt":{"rendered":"
