The meeting of the Ministry of Welfare on earmarked subsidies for social workers
The Ministry of Welfare was organized meeting with the Latvian Association of Municipalities, the Latvian Association of Municipalities of Social Service leaders and the SWA representatives. The meeting was occurred on the 28th July 2014.
The agenda of the meeting was to prepare the new policy initiative project 2015-2017 of earmarked subsidies for social workers. The meeting was attended by the SWA representative Ieva Lass and Liga Aboltina, the Association of Social Services managers Ilze Rudzīte, Beata Limanane, Ina Baltgalve and the Spokeswoman of the Union of Municipalities Silvija Simfa.
At the start the Ministry of Welfare presented a basic plan of statement of the reasons for earmarked subsidies and planned structural holding activities, which are related to the Social Work Guidelines.
The organizations which were involved in the discussion, expressed a consensus that this issue should not be merged with the Social Work guidelines and related structural holdings. It is necessary to continue to claim the funds from the state budget as well.
The participants expressed the high level of consensus towards necessity to revise the existing regulations on the earmarked subsidies for social workers, changing beneficiaries. The earmarked subsidies should apply to the social workers with the proper education/training, and a certain amount of working time and experience at Social Service.
The Ministry of Welfare informed about the process as it is how will be prepared application draft for the structural holdings. The Ministry of Welfare will be the draftsman and various professional organizations will be involved in the process of preparation of the project.
The start-up time for so voluminous and complex structural holding project could be no earlier than spring of 2015.
Despite to the complexity of the topic, the conversation took place in a constructive atmosphere, and it seemed that the Ministry of Welfare heard the strongest views on the importance of maintaining the earmarked subsidies for the social work professional development.
